Here's what you do.  Wait until after 2pm.  Then drive around your hood looking for a parked mail van.  They usually are in inconspicuous spots under a tree.  When you find it approach and knock.  They will be napping so give them a minute.   Now, here's the most important part, give them your address and tell him the situation.  Then say, "I appreciate your service, sorry to have disturbed you during your daily nap."  I can almost promise you this should get your desired results.

    I have Clink internet service and I rent a modem through them.  The last few months my internet service has been cycling off and on.  On Sept 16 the service went off for several hours so I called the service line.  The tech couldn’t get any kind of response to the signal being sent so he sent a tech out. A few hours later a tech arrived and checked the box down stairs and everything was fine.  The modem was the culprit.  He replaced the modem and was on his way. 

    Today I get a bill from Clink for $100 service call.  They want to charge me for trouble shooting and fixing their defective equipment.

    What are my options surly?   Would you pay the bill or go scorched earth?

    This.  All i know is that fees and usage was the key to choosing the right plan.  Going by p/kwh was not.  Look at the plans that don't appear on your search.

I'd just communicate to all involved your understanding of the matter, the rules regarding the situation and your expectations to resolve the matter including a timeframe.  Then follow up.  That's really all you can do.  Err in giving a solid effort and being a good neighbor all while documenting and communicating your actions.

    Now, after the neighbor has seen you taking action and making an effort on the matter i would have no problem passing along the anecdotal info you have heard from past tenants.  He has no problem letting you know his opinion.  Tell him, respectfully, you feel to mention the comments and opinions you have heard regarding past tenants.  That said the best scenario is that he is mature and becomes judicious with his contacting you.  The more likely scenario is that he is dick and doesn't like your response and puts a mockingbird feeder up , buys a yappy dog or a pitbull and starts blowing up your phone for every damn thing.  So pick your battles.

He also liked being able to get non-branded replacement parts and drastically lower prices. We did that for two ac units and were going strong on year 11 with no issues when we sold the house.
