Correct, Schumer is arguing that a shutdown would give Trump/Musk blanket powers to do whatever they want. SPecifically, kill the courts that are needed to check the power. His argument means that every CR that comes through the Dems will have to agree to pass, no matter what is in the CR. I don't see how it makes sense.
If Republicans wanted a shutdown so bad, what is stopping them from doing it on their own? Why would they even offer a CR? Are we really to believe they need to pass a faux CR because the publicity would be too bad to force a shutdown? The publicity is already terrible right now, so what is a little more?
Well, in usual every accusation is an admission fashion, Trump did try to label Biden a war machine and himself the Peace Time President. In Republican MAGA rhetoric that is translated to Trump will be a war machine and people will wish the Peace Time President Biden was still in the White House.
If Republicans will not hold townhalls, Democrats with media in tow absolutely should hold them. This could be an especially effective tactic in Republican strongholds. I would hope the Democrats realize the value in these is not getting Democrats to talk rather Republican voters to air grievances together and organize efforts accordingly.

The largest population that loses is working mothers. That is the only population that stands out as affected when these wfh policies get rescinded. Caring for elderly parents is another population that takes a hit here, but not near as statistically significant as working mothers. There are multiple scoring methodologies for judging gerrymandered districts that are much better than biased "funny shaped" judgements. There are some minor issues in California but none touch the Southern states for blatant gerrymandering.
