Wife has worked at several vets and clinics in Austin. When she worked at AAC (the old location), the city funded to give workers rabies vaccine. Yes it is extremely expensive, yes you should probably get it if you have a bat situation, owned dogs - simply ask if they've had their vaccine, if the owner gives you shit, you can call 911, or animal control and they will take the dog and force the owner to show proof of the rabies vaccine.
Sadly if the dog hasn't had the vaccine, it will most likely be put down. And unlike bats, which are small enough to bag and send for rabies tests, dogs usually have to have their heads cut off then sent for said tests.
Also, if you are continually at risk of rabies, you have to get boosters every few years or it renders ineffective.

TLDR - Call the police if you get bit by a dog and the owner refuses to show rabies vaccination proof. Go to the ER if you interact with a damn bat.
