Years ago when I worked at a semiconductor manufacturer, the guys they initially hired didn't necessarily make great money. As they expanded, they had to pay less qualified guys more money to work there due to the local labor pool. Guys would get pissed knowing some new guy with no experience was making $2-3/hour than a guy who had been there 3-4 years. Management tried telling us we weren't allowed to talk about our pay rate or we'd get written up by HR.
I'm union. I make probably 1.5 times or so more than I'd make if I wasn't. I wouldn't expect most of the theoretical newly created manufacturing jobs to be union. That's the part that actually made them good, middle class jobs. Maybe the electricians will be IBEW.
Automation means fewer of those positions. Depending on the company and industry, some prefer people with degrees for those jobs. That's my experience from almost 15 years of working in operations for various companies.
