Meh, I don't think Max deserved any penalties. He didn't gain any positions--and actually lost one to Bearman--racing hard over the lines.
But Lewis sure as fuck didn't deserve a penalty for not giving Max "back" 3rd, a position he never for a second could claim. Dumb.
The arbitrary nature of penalties is so fucking ridiculous and a turn off to the sport. Lewis got passed for 2nd by Leclerc going into the grass on lap 1, then he defends 3rd from Max's move that took Max off the track (for his 3rd time today) by going off the track himself.
He should be 2nd. Instead he's 3rd with a 10 second penalty awaiting.

Lando has a damn good chance of leading in the points after today. Just needs to win and have Oscar finish 5th. If Oscar finishes off the podium, that would be his 4th missed podium in a row (not counting him taking out both McLarens in a sprint). After only missing 2 the entire season up to that point.
Definitely not as unflappable as he seemed a couple months ago.
