The comparison to Texas is poor because the Texas Rs have effectively reached the limits of their ability to further gerrymander house seats. After the 2020 census, they had to give numerous safe seats to the Democratic Party to keep the majority of R incumbents safe.
Both California and New York have several competitive seats.
