  15. Correct. Appeals are under the auspices of The FA and PGMOL has nothing to do with it. How quickly they doubled down on Oliver’s decision was pathetic and expected. Arrive at the correct decision? No. Back up and do absolutely everything possible to “not embarrass our mates”? Absolutely.
