The protocol for prospective members is they apply to a new conference.
That way their new conference isn't subject to lawsuits. Yes, I'm sure the Big 12 has offered all 6 behind the scenes, but I doubt Pac prospects were given a 30-day deadline.

It's not "caving" if the B1G doesn't want to expand beyond 16. They'd both make more $ in the Big 12 than whatever the Pac leftovers can put together. Adding SDSU and Boise St may only dilute their payouts further.
