I think the point about lamenting the Raiders sucking so long is that they are one of the franchises in the NFL that has a real brand cachet, and about whom you can say the league is better when they are good because of their historical significance. This applies to teams like the Cowboys, Steelers, 49ers, and Green Bay that have large fan appeal outside their regional base. It’s similar to the concept of the blue blood programs in CFB.
Maybe it’s just because I’m older and remember the 70’s (a little) and 80’s, but even if you weren’t a fan (I wasn’t) the Raiders were the bad ass team of the league. They were more like a biker gang that played football on Sundays, with big personalities, dirty play, and an exciting brand of throw it deep offense and nasty defense. NFL Films had a song specifically about them with an accompanying video that still gives me chills, “The Autumn Wind”:

Nobody has ever said “the NFL is better when the Cardinals are good,” or the Seahawks, Falcons, Panthers, etc. Some franchises matter more than others, and I think the Raiders are one of them, but maybe that’s just because of my age. Maybe that brand is just gone forever for fans under 40, but you’ll forgive those of us who still remember it and place a value on it.
