But second, he has agreed to accept for deportation any illegal alien in the United States who is a criminal from any nationality, be they MS-13 or Tren de Aragua, and house them in his jails. And third, he has offered to house in his jails dangerous American criminals in custody in our country, including those of U.S. citizenship and legal residents. No country’s ever made an offer of friendship such as this. You can think about it: any unlawful immigrant, illegal immigrant in the United States who’s a dangerous criminal – MS-13, Tren de Aragua, whatever it may be – he has offered his jails so we can send them here and he will put them in his jails. And he’s also offered to do the same for dangerous criminals currently in custody and serving their sentences in the United States, even if they’re U.S. citizens or legal residents. We are just profoundly grateful.   15. Independent? Defined via congress yes. Activity? No. And there is a lot of overlap with state where they fight for influence and budget. They sit at the table but don't really have a vote. And the active personnel, quite few, do report to the Embassy and fall under its country structure. Real impact? The same implementing partners (AKA contractors) will change their proposals.

State runs Foreign Military sales, not DOD. USAID kind of is a part of State. There is not Secretary of international Development. The Agency Director works with the Sec of State. It is not an independent group. That is why its budget is tied closely. A lot of USAID's overseas management budget is tiny. One reason, It is within the State budget. The Country Director reports to the Ambassador, etc. The cost is going to be large for this transformation. New systems, emails, etc. And yes, new leadership.
