Harris County deputy charged with assault after slapping old man

Disturbing to say the least. All knowing he was in camera. At least the DA files charges. This type of thing could have killed the old man if he hit his head wrong on the pavement.

he didn't know he was on camera. he had the foresight to turn off his body camera, and figured the rest of those officers present did as well.

really got to wonder how many people have had their lives ruined by bad cops running them through the system.

The cop was charged with assault. He will probably lose his badge also. I assume the old man can also sue the police for damages. Personally, I would take that hit for $200K. Nice that it is all on film.

Cops should have to answer for every time they turn off their cam. They deserve their privacy for bathrooms or breaks but not when dealing with the public. the cameras should be 100% for those public encounters, or face possible termination. and each camera-off incident should be documented for the public.

having thought about it, i have to wonder how often shit like this happens. i don't peruse the mugshot thread, but when i used to do so, i would notice that many of the more transient type people in those pics looked roughed up. at the time i thought, well, life on the street is hard. now i wonder how often bully cops pick on the most vulnerable people in our society. that old man wasn't going to hurt anyone; he just looked drunk and out of sorts. didn't stop the cop from bullying him into assault, justifying (in his mind) his reciprocal use of force.

fucking asshole. and he would have got away with it, too, had the other cop not been rolling his body camera. and there would be just another slightly roughed up old drunk in the harris county lock up.

I agree although I don't know what that means logistically. I assume they don't want a bunch of footage of them driving around in cars and going to lunch, but when they are going out for a call, certainly the camera should be on. Otherwise, what is the point in having them.

good point. perhaps some automated method where the camera comes on when stepping out of the car. and give the police the ability to turn them off for lunch, bathroom, etc. Unfortunately it would still give some cops the ability to claim equipment malfunction or they forget to turn it back on when they're beating someone up. 

Sometimes you can't build a process or tech to stop someone from doing something they shouldn't.

the cams should stay for the entire duration of a shift and record everything. don't like it? don't be a cop.

Yep. Some changes:

1) all firearms carried while on duty should only be issued by the government. Personal firearms should not be allowed to be carried while on duty. 

2) uniforms/badges and firearms can only be legally carried as a peace officer while on duty. As soon as off duty should be required to change out of uniform and relinquish the firearm/badge at the station. At the moment the officer is off duty he should be regarded as a regular citizen bound by the laws of conduct and firearm carry of any other regular citizen. 

3) body cams required to stay on 100 percent of the time. Shouldn't even be a way for an officer to turn it off. 

4) in case of misconduct by an officer his fellow officers present will be held liable for his actions as well if they do not report the misconduct and request a body cam review of their cams for corroboration. 

4 rules/policy changes that would reduce a lot of the incidents as well as discourage power hungry abusers from joining the force in the first place. It shouldn't have come to this where these steps are necessary but cops acting like mafiosos all across the country have made it necessary.

Of course the 3 "good" cops there had zero issue with the way he was handling it.  No one stepped in and said this is not how you handle the situation.

We know the 'bad' cop's camera was off.  Was there really only 1 camera on out of the 4 that were there?

Love how the other cops go in to help restain and handcuff the old man.

They're all bad cops.  Every last one of them.

Wanna be a GOOD cop?

Draw down on the LEO elderly abuser and arrest him on the spot.  Roughly.  Then take a statement from the old man and vow to testify on his behalf.  Until then you're a piece of shit just like the badged slap fagget.
