Depends on if the Wx delays propellant loading/pressurization (i.e., lightning).  If it's "just" rain in the area, they may wait until the last handful of minutes to see if they get lucky and it clears.  But lightning is so unpredictable as to be an early NO GO call.  

They're getting ready to make that first call now.

So I assume that since the launch time is so specific at 4:33 there is no chance of waiting a bit to see if the weather clears up?

The astronauts actually entered ISS about 30min ago. Stream is still live, now a welcoming ceremony with a lot of talking by various ground politicians and staff.
