Sometimes an album's name is just as powerful & important as the music. It might be even evocative if the album's title isn't the name of a track on the album. So no Born to Run or Sgt. Pepper's or What's Going On or London Calling qualify.

So what album titles made you say "I've gotta have THAT one;" maybe without having heard the songs on it? My submissions include:

Blood on the Tracks

Exile on Main Street

Rumours

Appetite for Destruction

Now THAT'S what I'm talking about! Although rap has never been my thing, that album came out like an atomic bomb on the pop music landscape. PE let you know from the get go they were going to shake things up. Great submission.

I'm torn on this one. The album changed music for a decade +. Cast off title. Which is an homage to the punk, we don't give a fuck so what's the point attitude. 

It's the cheeky kinda title that the 'mats did a decade-plus earlier with 'Tim' or 'Pleased to Meet Me.' I get it, but I don't.

Most of the Van Halen discography, but I think women and children first as mentioned above is more of the attention getter than diver down or ou812 or even FUCK. 
 

thought I had a good one, but there actually is a track called madman across the water.

I seem to recall some big-band record from the 50's (?).  Just tried to google who it was, with no luck.  

I'm probably not getting it exactly right, but the album title was something like:

"Music for people who have $2.99"
