State Budgets wrt rainy day funds, etc

I was reading about the drought in the NM, OK, KS, CO, NW TX area today and came across an interesting, to me, report from about a year ago concerning states and their differing rainy day fund usage.  This directly, in many cases, altering or affecting the state credit rating.  

It is an interesting topic to me and also the PDF file has a listing of all of the states credit ratings from before the report was generated by the 3 main credit reporting bureaus.  Here is the report, PDF, :

Texas was one of the few AAA rated states BTW.
