Any advice?  I actually need this for work, so we could pay a modest sum.  Free is always better.

Pretty basic requirements - splicing and rearranging mostly

I've used Adobe Premier Pro forever and really do think it is the best. You can also try out Adobe Express which is just a "quick and easy" way of doing things. Not as in depth as Premier Pro, but will get the job done, depending on what you are doing. I am not aware of any FREE programs that are widely used, but there could be some.
