A day at a waterpark has to be one of the lower rungs of hell.  Anything open to the public is going to pack that thing to capacity, at least the housing development lagoons can somewhat control access, but I guess it doesn't matter if you plan on 10k home community.

At least the RR shitter plant is downstream from the Kalahari development.

My grandnephew (a fire marshall) has spent a lot of time at that project.
