Nah, I think it was some kind of nail or screw with a big washer used to hold down a plastic sheet or tarp.

That's not a primer, and it would have fallen out by now, and there's no sidewall on the brass at all.

And, there's nothing in a shotgun shell, except maybe sidewall, that would penetrate and stick in a tire.

Definitely a nail. They come in brass finish too. The reddish plastic around it is a weather barrier that goes on a building between the wood and exterior cladding. Like a tyvek material.
