Transfer spending since 2003-2004. For trophies, I counted everything (Champions League, EPL, FA Cup, League Cup, Community Shield, UEFA Cup/Europa League, European Super Cup, and Club World Cup).

1. Chelsea. Transfer expenditures: $2.58b, balance after income: -$1.157b. Trophies won: 20. Relegations from EPL: 0.

2. City. $2.46b, balance -$1.694b. Trophies won: 16  (all since the 2008 petro takeover). Relegations: 0. 

3. Utd. $2.06b, balance -$1.298b. Trophies won: 20 (only 4 since Sir Alex left after 2012-2013). Relegations: 0

4. Liverpool: $1.66b, balance -$596m. Trophies won: 9. Relegations: 0

5. Spurs: $1.47b, balance -$505.61m. Trophies won: 0. Relegations: 0.

6. Arsenal: $1.41b, balance -$695.54m. Trophies won: 11. Relegations: 0.

...

10. Newcastle: $818.55m, balance -$261.38m. Trophies won: 0. Relegations: 2.

I'd venture Newcastle will rocket to the top of this list quickly. They last won: the League in 1927, the FA Cup in 1955, League Cup in 1976, and Community Shield in 1906. Those stats probably change in short order also.
