1.  This is hilarious as the state of Texas has no legal authority over the NCAA.  It would be like passing a Bill saying the NFL can't punish the Cowboys for tampering.

2.  Even if the NCAA submitted to the state's authority, they would just ban any championships from being played in the state.

3.  This would only affect things from a legal perspective,  NCAA relying on legal investigation or such.  They very much could declare any team they wanted ineligible and the Lege could do jack squat.

1. The NCAA is not the NFL

2. Arguably, the NCAA did just submit to the authority of multiple states when it comes to NIL in 2021

3. What @JesusSweatDuck said

If this gets passed, expect Texas to take as much advantage of this cover as anyone. I am rooting for it, I guess, since this is where we are nowadays.

The initial house bill that is companion bill to the senate bill was put forth by a Texas Ex and former football program walk on John Kuempel

The NCAA is a voluntary membership organization.  No college or university is forced to join it.  No matter what a state law says, the member institutions agree to the NCAA rules to be a part of the NCAA.  They also agree to abide by NCAA punishments if they are found to have violated the rules.  On top of that, it's a self policing organization, which means that member institutions are (a) expected to follow the rules, (b) self report if they discover a violation, (c) self investigate the violation and report the findings to the NCAA and (d) self remedy the violation, meaning applying appropriate punishment, and making necessary institutional changes to ensure they won't commit the violation again.  After the institution has completed that process and reported their findings, changes and punishments to the NCAA, the NCAA then conducts their own investigation to determine if the institution's findings and actions are appropriate.  If they feel they aren't, then and only then does the NCAA levy action against the school.

The NCAA isn't some governmental agency.  It's just a collaborative of college and university presidents and chancellors who set and oversee the rules that everyone agrees to play by.  Either you're a member and follow the rules, you wield enough influence to change the rules, or you leave the NCAA and form your own organization.  The state has no say in it so long as the schools are members of the NCAA.

Gonna get real awkward for KKL when the same scheme yields the same mediocrity this fall, but, in contradiction to what's being said this spring, it's all blamed on Petrino instead. Lot of backseat motorcyclists quarterbacks gonna come out of the texags woodwork then

Anyone that thinks that they are changing playbooks is a fucking moron. Jimbo wanted a yes man, and he paid for you. The problem isn't that they didn't run anything complicated, it was their QBs were awful running the basic shit.

Things never get awkward for a cultist. The cult is always right.

I asked ChatGPT to describe the aggies as if it were Rod Serling introducing a Twilight Zone episode.  Nailed it.

"Imagine, if you will, traveling through another dimension, a dimension not only of sight and sound but of profound disappointment. A journey into a wretched place where the sports teams are perpetually mediocre, and the hope of a championship is merely a mirage. A universe where the Texas Aggies reside. They are a team with an insatiable hunger for failure, a thirst for losing, and a penchant for disappointment. Their misguided belief that they belong among the top-ranked teams leads to another season of heartbreak and shattered dreams. In the Twilight Zone, there is a maroon-colored vortex, and it leads to College Station, Texas, where only shattered dreams and crushed spirits await. Beware the Aggies, for they will leave you with nothing but regret and sorrow."

Don't forget that the lowest common denominator of football fans blame poor offensive performance on "play calling." They operate under the delusion that each offensive down in a football game has a perfect play available. The wise play-caller knows what that play is.

Jimbo was mostly criticized for play-calling. He had to give up those duties. "Okay. You didn't literally ask me to change the offense; you just want somebody else calling the plays. Bobby, you'll get a lot of money to sit in the booth and call the plays to my offense. I'll have final say, but you will be the one who calls the play initially."

Sure, some Aggies parrot the stuff about archaic offense, but most of them believe as described in the first paragraph above. I think ScipioTex or someone talked about this once. Seems like there was girl present asking, "why don't they call the touchdown play?"

Substitute the word "optimal" for "perfect" and it is an accurate expectation from fans. Jimbo was often miles away from the optimal call.

Jimbo’s problem is his archaic scheme.

Case in point- the multitude of post on this forum saying Herman needed to let someone else call plays so he could focus on the team....

I have always found it difficult to enjoy aggy misery as much when we're awful.

aggy is out here believing that our true freshman backup (possibly 3rd string) QB not lighting things up in the spring game is the house to throw rocks in while ignoring that their likely starter's stats in their game should be pretty damn concerning.

The last post about Sark scripting a play to make Manning look better is quintessential aggy. I’m guessing they’ve deployed this tactic before to excite their brain-dead fans.

"LOL, Sark didn't micromanage the spring game to create a false narrative that inevitably implodes in the fall. Does he even know what spring games are for? He's got a lot to learn before he's on Jimbo's level."

This post right here...this guy is like right at the thresh hold. The door is open, the light is on, all he has to do is walk inside, but he can't do it.

Sark has been a P5 head coach at multiple stops now. He's been the OC/QB coach at some of the most successful programs in history. He's coached in the NFL. He is currently surrounded by a similarly experienced and lauded staff. All of these coaches have been watching the players practice for weeks. They know exactly what they have.

Manning is playing in a spring game, where the coaches have literally unfettered control over the game. Sark could call whatever personnel packages he wants. Fuck, he could call whatever defense he wants. Remember when Sark called a first down despite the refs signaling fourth? Complete control.

The circumstances aren't unique or unusual. It's no secret. This is pretty much true for every spring game across the country.

Yet somehow, knowing all this, the quoted poster thinks that what we saw from Manning was anything other than exactly what Sark wanted us to see. That this was somehow a failure of PR that could have been avoided but for a little planning.

Baffling.

Using the aggy logic that Arch was only highly rated because of his last name, you’d think Nick Montana and Marcus Jordan would’ve been rated higher than 3 stars and played at bigger schools than Tulane and UCF respectively.

I enjoy how programmatic they are in their behavior. Major, highly rated recruit has no interest in Texas ATM? > Our guys are better. Said recruit winds up at Texas? > He's overrated. ATM QBs look like dogshit in their spring game? > Staff is sandbagging the offense. Highly rated QB at Texas doesn't light the world on fire in limited action as an 18 year old? > He's a full blown bust. This is a fact and everyone but sip knows it. Rinse and repeat.

It's like they're in Plato's allegory of the cave, and KKL is casting shadows on the wall

It's almost as if Sark put Arch behind the freshman Oline, and didn't give him cook vs a walk-on on purpose.    Hmmm.

As long as we don't have to spend a summer hearing about a QB battle and Quinn transferring.. or quitting? according to some of the above posts.

Instead, they see the freshman/walk-in OL play and declare that the Texas OL will be bad again this year.  As if arch were with the first team offense because he is supposed to be the guy this year.

5* (who everybody knows is a 3* at best) Arch Manning will definitely flame out!

Also, 5* Reggie McNeal  4* Stephen McGee  5* Kenny Hill  5* Kyler Murray  5* Kyle Allen  4* Trevor Knight  5* Kellen Mond  5* Haynes King  4* Max Johnson  5* Conner Weigman <next man up, fill in the blank> will definitely win a Heisman at Texas A&M due to Coach Franchione's  Sherman's  Sumlin's  Fisher's  Petrino's incredible offensive mind!
