I see commercials for hair plug procedures. If have male pattern baldness and you fill in the bald spots up front won’t your hair just keep receding behind the plugs and leave you with an even weirder looking melon? Is it a continual chase just to keep up? If any of you run into McConaughey can you ask him what the process is?

Everyone's nerdy nephew could already explain it! 

The context/message is generally "same as it ever was" or "it was always this way" or similar. Why this picture is associated with that sentiment is beyond me, however.

It started with this on a reddit post then ended up being updated on and on throughout different memes, most notably about ohio.

the J in Portuguese is also pronounced more like "zh", so "in-zhoo-stee-sah."

but yes, you're correct about his complaint. Of course, he could be complaining about the Jews. He complains about a lot of things.

No worries, and apologies for the pedantry.  The J = ZH sound is one reason somebody told me Portuguese sounded like a Russian trying to speak Spanish (to my partially trained ear that applies more to European Portuguese rather than Brazilian, due to the different cadence).
