Non-contact voltage meter shows power to lines coming from ceiling to ballast. Does not show power to yellow lines going left to bulb end fixtures or to black/blue/red wires going to right bulb end fixtures.    

Bad ballast - or does ballast change voltage so that my meter will not read it.

I would get a new ballast, looks like they are $30. That unit looks relatively new, I doubt the wires are an issue. The new ballast may even come with all new wires

Upgrade to LED and ditch the whole ballast bullshit parade 

This. After changing about 6 ballast in my kitchen under counter lights I swapped them all out. Between the ballasts and the lights burning out, I’m so happy to have all that nonsense behind me.

I bought a kit where i snip the ballast wires, wire hot and neutral to some magnetic box, plug wires from the box into two long magnetic strips that have the LED.   10 min install max - and I had LED lights and no tubes.   

Thanks for the no ballast replace advice.
