What are you talking about? I'm saying I know international athletes making bank on collective NIL deals when they're not supposed to be. I'm not saying whether it's an NCAA issue or not. I'm saying whoever is responsible for enforcing no NIL for international athletes is not doing any actual enforcement. My guess is it's an IRS deal because it's taxable income and an international student doesn't have a social security number. 

There's an overall lack of enforcement in college athletics. It's like if all the traffic laws in the country continued to exist, but the police no longer felt empowered to enforce them. Sure, many people would try to obey the law because that's the only way to have a civil society, but some people would disregard the laws at their convenience, and those examples would then empower more people to disregard them, until the system broke down. I'm saying that's what is going to happen in college athletics. That is what is currently happening right now.

The issue with international players getting NIL money is that an F-1 student visa puts strict limitations on their ability to work/earn money in the country.  Taking NIL could result in losing their visa and getting deported.  With the current admin, they might even get sent to a Central American gulag.

Regardless, it's happening. Let me know when we get the first deportation. I do understand that's a heck of a risk/reward ratio, but it's cash in hand versus uncertain enforcement.

I would be incredibly shocked if anyone was making over the table paper-trail present payments in violation of federal law

Yeah, I doubt it's strictly over the table. Some of these are relatively substantial amounts, though. Certainly low 6 digits in some cases.

Not sure about the lawfare, but I had a German guy working for me in Houston, with all proper paperwork - green card or whatever it was. He took some classes at Rice, and I don't recall any "student visa" issues. It seems reasonable to think some sort of a similar paperwork workaround would be possible for athletes.

I watched a documentary on El Salvador's massive new prison, called the El SalvadorADX Florence, but holds over 80k from MS13 and Barrio 18 members and assoxiates. They never turn the lights off, they get no mail, they can't speak with anyone, including their lawyers. When they come out of their cells they are bent forward with their heads placed on the back of other prisoners. They don't get rec time, they're in there for 24/7 and it's crowded. It makes GITMO look like a minimum security.
