It sounds like we prematurely judged the good people of Prosper as being football-crazed-dumb-cows. From the DMN this morning looks like this bond won't pass:

And the other 3 won by about 10%. Including the Fine Arts Bond.

The problem isn't recapture, per se, it's relying entirely on property taxes to fund public education. https://www.texastribune.org/2019/01/31/texas-robin-hood-recapture-villain-texas-fix-school-finance/

It's inherently biased in favor of property-rich school districts, and unconstitutional under the Texas Constitution, but not the US Constitution.

If we get rid of recapture, we're going to have a problem as long as we rely on property taxes.

Property rich districts like Austin ISD? How's that working out?

I support recapture in theory. I have no problem with a share of my property taxes being allocated to improve the quality of education and supplement the resources of property-poor districts whose basic needs are not being met. I'm not OK with Prosper ISD getting $100 million dollars in recapture and then having the audacity to try to pass a bond to spend almost the exact same amount as they get in recapture to build a football stadium, even if that bond didn't pass. If you can raise $100 million for football, you shouldn't be taking $100 million from the taxpayers of Austin, Dallas and Houston.
