Most of the immediate harm will be absorbed by the Gulf states and India, Globes said. The AAE-1 cable connects East Asia to Europe via Egypt, connecting China to the West through countries such as Pakistan and Qatar.  The Europe India Gateway (EIG) cable system connects southern Europe to Egypt, Saudi Arabia, Djibouti, the UAE, and India.  The Seacom cable connects Europe, Africa, and India, and is connected to South Africa.

Ship hit last week sank.

ADEN, Yemen, March 2 (Reuters) - The UK-owned Rubymar, attacked by Houthi militants last month, has sunk in the Red Sea, Yemen's internationally recognised government said on Saturday, warning of a "environmental catastrophe" from the ship's cargo of fertilizer.
If confirmed, it would be the first vessel lost since the Houthis began targeting commercial shipping in November, forcing shipping firms to divert vessels on to the longer, more expensive route around southern Africa.

U.S. Central Command has announced that 2 Anti-Ship Ballistic Missiles launched by the Houthi Terrorist Group in Yemen were Downed earlier tonight over the Southern Red Sea, with the Missiles believed to have been attempting to Target the Arleigh Burke-Class Guided Missile Destroyer, USS Gravely (DDG-107). U.S. Navy and Commercial Ship in the Region as well as their Crews suffered No Damage or Casualties as a result of the Attack.

The third operation targeted the ship ALORAIQ in the Indian Ocean

The Fourth operation targeted the ABLIANI ship in the Red Sea. The operations have successfully achieved their objectives,  and the strikes were accurate and direct.

The Yemeni Armed Forces continue to carry out their military operations in support and solidirty with the oppressed Palestinian people, and to confront the American-British aggression against our country, which comes in support to the Israeli-Zionist enemy to continue the crimes and aggression against the Palastanian people in the Gaza Strip, and operations will continue until the aggression stops and siege is on Gaza lifted.

This is such a weird, esoteric question, but there's a lot of law talkers on here and this seemed like the best thread.

Is there some sort of maritime / admiralty law still outstanding that contemplates letters of marque? That is, could some outcast country like Russia or Iran issue a letter of marque to a Houthi or Somali leader? Would it still technically (but not actually, ayatollah bro, c'mon) need to be be recognized in some quarters?

Seems like the type of thing Russia would do, given their love of technically complying with the law while doing dastardly things.
