He’s not even the nominee yet.

I don’t know if everyone is familiar with what’s going on in Ohio but we have a law that says the ballot must be certified 90 days before the election which means by Aug 7. The Democratic National Convention isn’t until Aug 19th so they’re planning to have a “virtual roll call” prior to Ohio’s Aug 7 deadline to declare Joe Biden the nominee and get him on the ballot. That’s going to complicate things in the calculation of if/when Biden should drop out.

Members of congress don’t just speak for themselves. They are party critters deeply connected to local party organizations and structures. Team Biden isn’t some independent entity and while his delegates are certainly pledged to him they are products of the same organizations and structures that produce members of congress.

This is how it works and this applies to Biden as well as Harris.  (The Republicans don't have super delegates.)

Doesn't he already have enough pledged delegates to win the nomination on the first ballot and don't they belong to him barring a change of the rules?

They're just pledged.  Sure, it says they're bound to vote for him but there is no penalty for doing what they want.

What you are really asking is if their votes can be counted despite how they vote and the answer is no.

Their idea goes something like this, according to a memo shared with Semafor that has been circulated to Democratic donors and bundlers as well as officials within the Biden campaign and administration:

 

  • Biden would step down as the Democratic nominee in mid-July, and announce the new system, with backing from Vice President Kamala Harris.
  • Potential candidates would have a few days to throw their respective hats in the ring. The Democratic Party then would begin a primary sprint in which the six candidates who receive the most votes from delegates pledge to run positive-only campaigns in the month leading up to the convention.
  • The “blitz primary” would involve weekly forums with each candidate moderated by cultural icons (Michelle Obama, Oprah, and Taylor Swift are among the names floated in the memo) in order to engage voters.
  • The nominee would ultimately be chosen by the delegates using ranked choice voting before the start of the Chicago convention on Aug. 19.
  • It would be announced with plenty of fanfare on the third day of the gathering. The memo imagines the nominee unveiled on stage with Biden, Barack Obama and Bill Clinton.

If Biden steps aside, those delegates would be open.  It would be the same as if he wasn't the incumbent and just died or something.

This talk of a blitz primary idea just because people think Harris can’t win / don’t want her to run for “reasons” so we can have a messy primary 4 months before the elections

Joe should get together with the big donors, party leaders, Schumer and Pelosi and agree to resign the presidency if everyone agrees to get 100% behind Harris as the 2024 nominee. Let them pick the running mate but Harris as sitting president at the top of the ticket has the best shot at winning. Fuck a VP replacement we’ve gone without before

Hard to believe this many prominent Dems would be talking like this unless at least 1 of 3 things is true:

1. There’s already a solid agreement/plan in place for Biden to drop out.

2. Dem leadership has seen such troubling signs from Biden (either polling poorly or signs of decline beyond what we’ve seen publicly) that they don’t care if turning on Biden (because he is refusing to get in line) costs them the election.  They’re willing to risk another Trump presidency rather than ride with Biden.

3. The Dems are utterly fucking stupid and needlessly tanking the election.

I don’t think there’s any way that Biden resigns the presidency. In terms of his legacy, he’d want to serve out a full term. And I don’t see any way that Harris would benefit from the artificial incumbency of a few months with the title of President vs. being Joe’s endorsed successor. Biden can still perform his presidential duties while also campaigning for her.

If Harris were to be elevated to president before the term ended then she would absolutely have to pick a VP. Otherwise, as someone pointed out earlier, one well-placed bullet would make Mike Johnson the president. That threat shouldn’t be taken lightly.

But Joe’s not resigning the presidency. No way no how.
