This is as clear as it gets. I don't really know what to tell you other than that is a textbook violation. It's not like he's boxing a dude out and they kind of spill over the line a little early - he - unprompted - puts his fucking foot in the lane. You aren't allowed to do that. Just like the right guard in football isn't allowed to take a stroll through the 2nd level of the defense before the ball is hiked.

Yes it basically is the same thing it's two plays that are completely against the rules.

Also, officials let things go that are completely against the rules all the time depending on context and flow of the game.

But, yes, it was technically a violation.

No it cannot be reviewed and no you cannot let an obvious lane violation by the shooting team go.

Yeah while the game is live and going on and it's hard to judge whats happening. Not when it's a dead ball and you commit a violation directly in front of the officials when everyone else is standing still.
