Release and Hold Harmless Agreement for Plumbing/Drain investigation

I am having what appears to be a drain/vent problem in a home that was built in 1930s.

In calling a plumber, they are requesting a Hold Harmless agreement in order to do the investigative work.  Given the age of the house and the unknown scope, it seems reasonable.  However, it also seems it allows for shoddy work.  Presumably, I should get another plumber.  However, it is weird that they are requesting this.  Thoughts?
