Pretty much exactly.

I think the constitutional argument goes like this.  ICA violates separation of powers because of the take care clause, which reserves enforcement to the executive, and spending of funds is included within enforcement.

On the other side, spending/appropriations are reserved to Congress, and the House specifically.  And the president already has veto power as a check on spending.  And, prior to ICA, SCOTUS affirmed a congressional limitation in appropriations legislation on executive impoundment in https://en.wikipedia.org/wiki/Train_v._City_of_New_York.

So, we know how this should go.  That doesn't mean that's how it will go.

When I was a poly psi major at Florida in the 70s, one professor of mine was an expert on impoundment and flew several times to Washington to be questioned by Congress on different issues. He lorded his importance over the class.   Once that was no longer a permissible thing (SCOTUS ruling in theTrain case) he once again became just a sad little Poly-sci professor with a worn wool coat, bowtie and ubiquitous pipe. 

Actually, I should not be so mean to him.  Knowing that he did not keep his finals papers, I waited until the last day to challenge a grade and got him to give me a B instead of a C in a five hour course, which kept me from being expelled for academic reasons.  Having achieved that feat I got the fuck out of engineering and leapt into the warm embrace of political science.

That loan forgiveness was going to be decliend just becuase you live in Commiefornia. You know that, man. Best case is it remains pending till 2030 or so, and we still have a functioning democracy.

I think it's even simpler than that. He's a grifter, wants money, more of it. He's also a whiny titty baby narcissist that desperately craves affirmation and attention. POTUS serves both purposes and at every juncture those are are his two motivations - create a loyal following and grift for as much money as he can make. if that means traitorous dealings with foreign governments, so be it.

Since know how it should go, we know the opposite will happen. Train did nothing more than interpret a statute. Even if state decides was a real thing anymore, there’s no need to dance around it to declare the ICA unconstitutional. Train address the ICA or even mention the Constitution.

This is how it's always been with him.  Once you figure out he's trying to get money out of our enemies, or they have something on him, or both, it all makes sense.  

Get out of NATO and the longest standing peace in our history?  Sure, why not?  Publicly assault and antagonize our friends?  Cozy up to our enemies?  

It's because that's what he wants to do because it benefits him personally.  Period, full stop.

Unfortunately, these people will probably end up continuing to get their food stamps, and instead of being upset at Trump for wanting to take them away, they will be upset with the Democrats for trying to keep them informed.

Or, it's a smoke screen to distract everyone while he empty's the government's coffers.

 

Or, he believes that rich people should be able to do whatever they want and tearing down a society to build another up that caters to that notion.

 

In any event, the worse he hurts people and causes desperation to set in, the more likely someone with nothing to lose is going to resort to violet retaliation, either against him or the people in power who support him.  I'm not saying I support that sort of response.  I do not.  But I can see how it would happen, and given how brazenly he is going about things, I wouldn't be surprised if it happened sooner rather than later.  

 

And, with that, I suppose I should join Brisketexan and others on the ledge.

I went by the Fiesta this morning and the day laborers were there waiting for work. 

I doubt those sites are going to find able bodied white men just raring to do a full day of house building.

Because I doubt Trump has zero idea about any of this. This is Stephen Miller and others putting the EOs in front of him. Trump doesn't have the attention span to do all this. He just signs shit because it shows him doing something.
