Texas in 2004 - 7.4M

Texas in 2002 - 4.6M

Texas in 2000 - 6.8M

To put that in perspective, according to NYTIMES, there are 5.9M votes in Texas with only 4% reporting.  That is NUTS.

Cruz makes up a few votes then Beto pulls back ahead.

From what I can tell, yes. Some have not yet reported EV though, including big-ish R counties like Lubbock (students helped swing Hays though?) and Tom Green.
