He kept refusing to commit to battle, likely seen as a betraying act in Putin's mind.  If he dies and a some military hardliner suddenly comes to power, it will make total sense.

But if a military hardliner comes into power and tries to get Belarus into the fight, and the Belarusian people rebel (Belarus's military is small to begin with), Putin has no troops to send in.
