Plenty stayed behind in the large cities thinking that either their jobs or their bank accounts would keep them from being drafted, and now that security is gone - this can’t bode well for the economy (hence their jobs) and if their bank accounts are gutted, they are not bribing anybody to get out of conscription. 

I like your answer better.
