He gets away with it because Puerto Rican natives in Florida mostly don't vote, and the ones who do actually favor Republicans.   If Puerto Ricans had swung Florida hard for Dems in 2018, Trump would have been forced to give a shit about Puerto Rico.   But because it didn't cost him, he didn't need to change a thing:

I recall reading that Scott and their governor concentrated a great deal on the plight of Peurto Ricans in their campaigns. While that sets the foundation for future loyalty to the Republican Party, it doesn't necessarily translate to support for Trump, specifically, as he continues to wash away the dirt from underneath that platform.

No doubt, but Rick Scott can't (and hasn't been able to) make Trump send Puerto Rico the aid that Congress actually approved for them.  Either they got fooled or they support Rs for other reasons, which is entirely fine and their choice, like the farmers and rust belt industrial workers who are getting the fucking that they voted for (but with lib tears!). 

The reality is that every election right now is about Trump.   If Puerto Rican natives in Florida had massive turnout in 2018 for Dems, the story would have been "Trump is so toxic that even Scott's significant outreach efforts were for naught," and Trump would have been under real pressure to help Puerto Rico or forfeit Florida in 2020.   They may or may not surprise everyone in 2020, but that doesn't help right now, while Trump takes them completely for granted based on 2018.

Given the recent mass protests over corruption and the overall shitty response to Maria, I hold some hope for the Puerto Rican vote but remain skeptical about winning the state in 2020 though, because Florida.

Yeah, and because DeSantis barely won by 0.4%, he and the Secretary of State he appointed will do everything possible to swing the state for Trump.  If Puerto Rican natives in Florida oppose Trump's treatment of the island — and maybe they don't, it's entirely up to each person what he or she cares about — they squandered the only opportunity to do something about it.

oh hey, today Deutsche Bank puts some gauze on a compound fracture - they apparently avoid lying and acknowledge having Trump's tax returns. 

Not sure how this revelation influences the Circuit judge deciding on the Congressional subpoena for the DB records, and if that also includes their drafts of Trump taz returns.  There are a few implications to ponder here.

Does the sitting President of the United States have a billion dollars worth of unpaid loans?  Because it kind of seems there might be a chance that the sitting President of the United States has a billion dollars worth of unpaid loans.  Maybe it's just close to a billion.  Maybe it's only half a billion.

It's always a wave of insecurity after any of these global meetings like G7. I mean, the fat slob is always insecure but after meetings such as these he's even more insecure than normal.
