I think I like this. However, the lefty relief specialist might disappear.

At the Triple-A and Double-A levels, the starting pitcher or any substitute pitcher is required to pitch to a minimum of three consecutive batters, including the batter then at bat (or any substitute batter), until such batters are put out or reach first base, or until the offensive team is put out, unless the starting pitcher or substitute pitcher sustains injury or illness which, in the umpire-in-chief's judgment, incapacitates him from further play as a pitcher.

the loophole in the 3 batters rule (that i hadn't thought about until it was brought up yesterday) is that you can face only 1-2 batters - if it ends the inning.  so if you manage it properly, you can still bring in your specialist to get you out of the jam and end the inning.  or in some cases, (lefty-righty-lefty) get two guys and possibly ibb the righty if you need to.

if the specialist comes in and gets the last guy out, it's not like he needs to come in and face the next two guys the next inning.

they will, however, need to come up with a pretty severe injury punishment.  if someone says they're hurt and need to come out, they'll need to go on a 3-5 day il stint or something just in case they're faking it.

My question is why does it have to be 3? Why not start at 2 batters and see how it goes? If the idea is to eliminate the lefty specialists, then 2 batter minimum will essentially accomplish the same goal.

i assume so that relievers start an inning, and if they can get thru it cleanly (3 batters) then a new one can start the next inning with no mound visit.

remember, this isn't an "anti-specialist" rule.  it's a pace-of-play rule.  so it's really all about the manager visiting and replacing pitchers 2-3x in a half inning.  if the rule was 2 batters, then you're basically guaranteeing a pitching change, and the rule would be pointless.

I did a little research after posting about the 3 hitter minimum and found it it isn’t going to have big effect. Last season there were only 779 instances where a pitcher faced less than 3 batters without reaching the end of the inning. That’s about 1 time per team per week. With such a negligible effect, maybe they should leave things alone. A pitch clock will be far more impactful to improving pace of play.

Pretty sure the numbers on how many times a pitcher takes longer to deliver a pitch than the clock allows is very minuscule too...

But if your 779 number is correct, yeah, that seems misguided.
I get there is no one silver bullet to speeding up games (except for shorter commercial breaks... ok, ok, stop laughing) and you have to start somewhere but the 3 batter minimum seems extremely disruptive for next to nothing.

anything that limits a managers ability to employ whatever strategy he needs to win a game is stupid.  Anyone even considering telling teams they cannot shift, cannot change pitchers, cannot do x,y, z needs to reassess.

you could argue that the inability of late inning pitchers to get outs is what's causing the delays.  1 batter, 3 batters, 5 batters - if he doesn't get outs, he's gonna get replaced, and that process takes time.

i know they've been looking to speed the game up, but is that really baseball's problem?  most games (not involving the red sox vs nyy) are under 3 hours, and i would guess closer to 2:35-2:45 which is ideal, in my opinion.

the bigger issue (If there even is one) isn't fans losing interest later in the game, it's fans losing interest later in the season.  once again there will be almost no drama in the a.l. over playoff berths, because of the way teams are being torn down and rebuilt, and the emergence of the "superteams".  i don't want a shorter season, or more playoff teams, but i can see how the casual fan might be in favor.

According to data published by Fangraphs, no starting pitcher who qualified for the ERA title averaged under 20 seconds between pitches in 2017; the average was about 23.5 seconds

I’d be willing to bet that relievers are even slower. The pitch clock being floated is 20 seconds. Average pitches per game in 2018 was 292. If you could reduce the time between pitches by even 2 seconds that cuts almost 10 minutes off the game.

Fuck, Goldy had himself a day. Still think Voit can outperform him. Look out for some big time offensive numbers from the sluggers in the AL this year. Lots of teams in tank mode or just plain sucking this year, should be extra good news for the Yankees/Sox/Astros.
