I like that idea in theory, but pretty soon a bunch of the carts have locked up wheels even within the store.  At least that's what happened in my neighborhood.

I used to live in San Jose.  Used to have old Asian folks walk to the grocery store, and walk back with a shopping car and like a 6 pack of bottled water in the cart.  They then leave the cart in front of someone else yard (sometimes mine).  Pissed me off so when I'd see them, I'd take the cart and throw it in their front yard and pound on their door telling them they forgot something.

Used to call Albertson's and tell them if they didn't pick up their cart in 24 hours, I'm gonna plasma cut it and dump it in the trash (I'm sure it's illegal and I never did it, but...).  Anyway, a truck comes by every few days and picks up the carts.  Stores didn't give a shit.  Carts made their way home sooner or later one way or another.  So yeah, I think the wheel locks would have to be law because stores care more about customers in the store bitching about locked up wheels than they do about people running off with their carts.

I once stole the 007 cart from H-E-B (it wasn’t open) and kept it in my garage for a year.   We would get drunk and have races around the cul de sac late in the evenings.  It was fun.    Our own Bond car(t)

And that is why locking wheels doesn’t go far enough. Onboard explosives need to detonate. That will not only discourage shopping cart theft, it will thin the homeless herd.

Austin veteran fights off alleged homeless attacker after offering to help him

AUSTIN, Texas — An Austin veteran was left with cuts and stitches after he said a homeless man attacked him inside a gated South Austin apartment complex.

The alleged attack happened at the Ethos Apartments near the south Interstate Highway 35 Frontage Road about 10:30 p.m. Monday.

Ian Hooper told KVUE he was returning to his apartment after walking his dogs when he noticed someone stumbling near bushes that led to one of the apartment complex's trails.

"I thought he was maybe a drunk kid or something like that and needed help," Hooper said. "As soon as I got within arms' length of him, he turned around and just started swinging at me."

Hooper said the two got into a scuffle before he realized the man was armed.

"I was able to get him locked up. That's when I realized he had a knife and also realized I was covered in blood," he said.

Hooper managed to push the man off of him before he ran into the woods.

Then, his focus turned to his safety and the cuts from the knife on his arms. He said his training with tourniquets in the Army as a specialist came in handy.

"I had a tourniquet in my car, so I grabbed my tourniquet and threw it on my arm and called 911," Hooper said.

Medics took Hooper to the hospital, where doctors treated his wounds and gave him stitches for at least one of his cuts, he said.

Austin police officers tried to find his alleged attacker, but they came up empty. As of Wednesday afternoon, police had not yet made any arrests, an APD spokesperson told KVUE.

They had a druggie, homeless woman on the local news 2 days ago to tell her sob story of how being homeless can happen to ANYONE. She apparently got in a bad car wreck and became a druggie, drinking, homeless person. Don't buy it for a fucking second, I saw her dumbass drunk as a skunk near Manchaca/290W.. bitch is loving being on the street. Oh, she was on a fucking leather couch during the "interview "

I swear this shit is out of control and these stinky pieces of shit changed their behavior for the worse when our fuckhead city council passed this asinine ordinance.   I have also heard police downtown saying they don’t know what to do with the new laws or lack thereof.   Fuck you Casar you fucking asshole. This is one situation where people actually paid attention to what the idiot city council was doing, came out to speak against it and they crammed this shit down our throats.  Fuck all of you and fuck these asshole fucking bums and anyone that supports this bull shit.
