what happened here is that these cops had been trying fruitlessly to arrest this guy for weeks because they knew that he possessed guns. they got themselves so hyped up (see: scared) about this guy potentially being armed that both heroes went into this situation essentially looking for a reason to kill him. the dude puts his car in reverse and both heroes fully unload the clips in their service weapons, after which one hero goes to his car, grabs a rifle, and continues shooting at the no longer moving car. total fucking scum. video at the link:

Now tell us the rest of the circumstances.

Rolling the fuck out of my eyes at the "Father of 3" descriptor having any bearing on the outcome.

For all of the shit the cops fuck up, there's stories like this one just trying to incite outrage.  "Dudes were just in their car trying to go donate blood and read stories at the oldfolks home when the pigs started blasting them."

Slorch, ladies and gentlemen...

Dude armed with vehicle  tries to run over cops and they make him too dead.

That's the gist of the story.

Department policy says deputies should not fire at a moving vehicle, or its occupants, unless a person in the automobile is “imminently threatening a department member or another person present with deadly force by means other than the moving vehicle.”

Of course, at the point the driver ran into the cop, it should be assumed all other risks of harming the officer or anyone in the general public were averted.
